This site is running 4402 WLC and 3502 AP's right now without any issues, so that will be interesting. I have a second 2504 WLC I'm going to set up on a secondary site (3845 router, 3750G switch, 37 ap's) within a few days to see if I get the same problem with the 3845 router. I took the 3745 router out of the equation (temproary replaced it with a pfsense vm) and the problem is gone! However, this makes little sense. So if anyone have any ideas, please shout. However, I think I might be on to something. Intel, Qualcomm Atheros nics or Phones doesn't matter. Upload is much higher, often close to 100Mbps. However, over internet (speedtest, ftp, vpn/smb) download speed tops at about 40Mbps. No problem getting 500Mbps transfer speed with a 802.11ac client (HP 840G3) on internal network from a file sever (smb transfer). Under the Privilege Level section, enable the Run this program as an administrator option by checking the checkbox beside it. Navigate to the Compatibility tab Click on Change settings for all users. Maxing both ways (speedtests, ftp) with cable. Right-click on the desktop client’s icon, and click on Properties.
